The Special Olympics movement was founded in 1968 by Eunice Kennedy Shriver to provide year-round sports training and athletic competition for children and adults with intellectual disabilities. By 1979 the organization had grown into an international program, and this stamp marked the first time the U.S. Postal Service honored the games on a commemorative issue.
